We started CareCompli to close that gap: real compliance expertise on a system we built ourselves, and involvement that continues long after the engagement letter is signed. We serve skilled nursing and assisted living facilities nationwide.

Our story

CareCompli was founded in August 2025 by Marc Mendlowitz and Steven Werblowsky, two attorneys who spent years working side by side representing skilled nursing facilities, guiding families through guardianship proceedings, and advocating for elderly and incapacitated individuals. That work gave them a front-row view of a persistent problem: facilities are held to an ever-growing web of federal and state compliance requirements, but most lack the dedicated in-house resources to meet them. CareCompli was built to close that gap, serving as the outside compliance resource for skilled nursing facilities, assisted living facilities, and other long-term care providers nationwide.

Marc Mendlowitz

Marc Mendlowitz, Esq.

Co-Founder & Chief Executive Officer

Marc has spent more than a decade in healthcare law and compliance. As principal of M. Mendlowitz PLLC, he has represented skilled nursing facilities and other healthcare providers in regulatory, transactional, advisory, and reimbursement matters. He is also the founder and Executive Director of Family Guardian Services, a not-for-profit agency providing Article 81 guardianship services to elderly and incapacitated individuals.

Earlier in his career, Marc served as General Counsel and Compliance Officer for a healthcare company, where he built and maintained its corporate compliance program from the ground up. That experience, creating a working compliance program inside a real healthcare operation, is the foundation of CareCompli’s approach.

Marc earned his Juris Doctor from Fordham University School of Law and holds a Certificate in Corporate Compliance from Fordham’s Corporate Compliance Institute. He is admitted to practice in New York and New Jersey.

Steven Werblowsky

Steven Werblowsky, Esq.

Co-Founder & Chief Operating Officer

Steven leads the design and development of CareCompli’s compliance systems, including its compliance portal, training programs, and policy library. He brings a combination of healthcare regulatory experience and hands-on compliance program leadership: as General Counsel and Chief Compliance Officer of a healthcare investment company, he created and implemented a corporate compliance program and restructured operations to comply with the Corporate Practice of Medicine doctrine, Stark Law, and Medicare and Medicaid regulations.

At CareCompli, Steven runs the day-to-day operation of client compliance programs: overseeing complaint intake, analysis, and response, directing investigations, and working directly with administrators, compliance officers, and corporate leadership. He is the person facilities reach when a question needs an answer, and the one who makes sure nothing waits until tomorrow that should be handled today.

Steven earned his Juris Doctor from Fordham University School of Law and is admitted to practice in New York.
